Buying a car with no title in Ohio

I think we've gone over this before, in some form or another. I'm buying a parts car with no title, and I just want to get a bill of sale or similar documantation that shows me as the legal owner of the property. Has anyone done this in the state of Ohio?

why is there no title?

stolen? lein? other legal issues?

if any of these are present, you have to settle them before you can call a vehicle legally yours.

Duh.

This is why I want a document proving the car is mine.

FWIW, the original title is lost. The VIN is clean.
